Classified Measures for Sewage Treatment, Remarkable Results in Resource Utilization

Targeting the characteristics of scattered rural sewage discharge and large-scale differences, Beijing has innovatively launched a "three-category governance model" to accurately solve the problem. For villages with concentrated populations and large sewage volumes, sewage collection pipe networks and sewage treatment plants/stations have been built to realize centralized sewage collection and treatment. For villages dominated by scattered households, the three-compartment latrine desludging and resource utilization model has been promoted, converting fecal waste into organic fertilizers to achieve "waste-to-treasure". Villages of moderate scale are equipped with small integrated treatment facilities to efficiently treat sewage on-site, greatly reducing governance costs. At present, Beijing's comprehensive rural sewage collection and treatment system is gradually improving, with annual reclaimed water utilization reaching about 31,300 cubic meters. This not only eases the pressure on water resources but also provides a stable water source for farmland irrigation and green space maintenance.

Closed-Loop Management and Protection of Small Water Bodies, Restoring "Clear Water and Green Banks"

To solve the problem of "dirty, messy, and smelly" small rural water bodies, Beijing has established a closed-loop management mechanism of "satellite monitoring + on-site inspection + long-term management and protection". The ecological environment department uses satellite remote sensing technology to accurately capture clues of problems such as black and odorous water bodies and garbage accumulation on the banks, and then conducts on-site renovation according to the clues. At the same time, small rural water bodies have been fully included in the inspection scope of river-lake systems and rural living environment renovation, and a special person management system has been established to regularly carry out desilting and cleaning. This promotes the "long-term cleanliness" of small water bodies, and the former "stinking ponds" have gradually transformed into "scenic spots" for villagers to walk and relax.

Collaborative Efforts of Multiple Departments, Painting a New Picture of Rural Ecology

This environmental renovation campaign was promoted through the linkage of multiple departments including ecological environment, agriculture and rural areas, water affairs, and urban management, forming a comprehensive governance system covering domestic sewage treatment, small water body renovation, domestic waste treatment, agricultural non-point source pollution control, and resource utilization of agricultural and forestry waste. Today, domestic waste in more than 800 administrative villages has been basically effectively treated, agricultural non-point source pollution has been effectively controlled, and the resource utilization rate of agricultural and forestry waste has continued to rise. The rural ecological environment has transformed from "single-point improvement" to "comprehensive upgrading", injecting green momentum into rural revitalization.

In the next step, Beijing will continue to deepen the achievements of agricultural and rural pollution control, optimize the governance model, improve the long-term management and protection mechanism, promote the quality of the rural ecological environment to a new level, and let villagers gain more sense of happiness from ecological improvement.
